UN to pressure Syria

A Security Council resolution to exert economic pressure on Syria if it doesn't cooperate in the UN investigation on the Hariri murder is expected to be introduced today.
Diplomats from the resolution's three co-sponsors, Britain, France and the United States, said they expected passage on Monday and did not foresee a veto from either China or Russia, the two countries most reluctant to punish Syria.

The measure also orders Syria to take into custody and make available to the investigators people they suspect of involvement in the killing.

The Commissar is unimpressed.
Seriously, what is the possible real-world impact of this resolution? The chances of the U.S. taking military action against Syria would have to be about zero, if not less.
