Punished for looking at George Clooney's records

Palisades Medical Center suspends 27 employees for four weeks without pay for "improperly" accessing his records. I'm mystified as to why anyone would want to read George Clooney's medical records, but a month's suspension seems a bit excessive. It's not like they copied the records and tried to sell them à la Madonna's pap smear.
