Children as young as 3 can be labeled as potential criminals, the report's writers claim, if the exhibit bullying behavior in nursery school or if there is a history of criminality in the immediate family.My three-year-old nephew recently had a run in with a fellow student at preschool. All of a sudden, Theo (my nephew) started screaming and would not be consoled. After his mother was called it was discovered that Theo's young friend had told him that he was going to turn him into the police.
"From the simple perspective of reducing crime ... the arguments for focusing resources on the children most at risk are 'overwhelming,'" the Home Office strategy unit conclude.
I wonder what sort of nefarious plot he was hatching?
